Technical pesticide manufacturing involves the chemical synthesis of active ingredients (insecticides, herbicides, fungicides, etc.) that are later formulated into end-user products. Unlike simple formulation (mixing), technical manufacturing involves complex chemical reactions, the use of hazardous raw materials, and the generation of high-concentration aqueous and organic waste streams.

Due to the inherent toxicity of the chemicals involved and the potential for persistent environmental impact, these units are classified under the "Red Category" by the Central Pollution Control Board (CPCB) and fall under Category 5(b) of the EIA Notification.
